This doesn’t look like it was simply thrown together from an outdated wardrobe. It looks like thought was put into it, like a character’s costume created for a movie or tv show.
This woman is actually quite fabulous.
It appears though that the multicoloured fur collar is not part of the coat, but merely added on top of it, as a neckwarmer. I have a similar freestanding fur collar neckwarmer, but mine’s plain black and not awesome.

Back years ago, my mom (who sews, and well) made me a gray fake-fur coat. We picked the fur out from a rack with a big sign advertising “Care Bear Supplies!” over it. When someone would inevitably ask “is that real?” I’d say, “Yes, you don’t want to know how many Care Bears died for this coat!”
I have a bright green very obviously fake fur winter hat, yet people often ask if it’s “real”. I respond, “Yeah, it’s The Grinch!”
Well, it’s not like it couldn’t be dyed. Designers dye real fur all the time–particularly when it’s dog or cat fur and they’re trying to camouflage that. My understanding (though I’m not sure about this) that much of the brightly dyed pink, green, orange, blue, etc fur you see is dog or cat.

@Bunnie, Mrs. Slocombe (played by the late Mollie Sugden) was on “Are You Being Served?”. The female lead on “Keeping Up Appearances” is Hyacinth Bucket (played by Patricia Routledge). I agree with you about the Mrs. Slocombe resemblance, just having a slight OCD moment about matching characters and shows.
